قانوني بنياد
هر کټګوري چې AHRC اسنادات تحليل کوي د يوې مخصوصې قانوني معيار سره تړلې ده: د افغانستان جمهوري دوره کې داخلي قانون — د محفوظ حقوقو معياري بنياد، چې له 15 اګسټ 2021 راهيسې معطل شوی مګر منسوخ نشوی — د يوه خوا، او د بل خوا هغه بين الاقوامي معاهدې چې افغانستان يې تصديق کړي. دا دوه ګونې چوکاټ دی چې د افغانستان خپلواک کمسيون برائے حقوق بشر (AIHRC) استعمال کړی وو، او چې AHRC روان دي.

دا ملي قوانين د ۱۵ اگست ۲۰۲۱ راهيسې معطل او نافذ نه دي. AHRC اوسني اعمال د دوی په وړاندې د قانوني حفاظت شوي حقوقو بنسټ په توګه پیش کوي — نه د اوسمهال نافذ شوي قانون په توګه.

AHRC هر واقعه را په یو له دې کاټګوریو کې ډول کوي. هر یو د خپل مربوطه حقوق سره تړلی دی چې د ملي قانون او د تصدیق شویو تړونونو ذریعه حفاظت کیږي، نو یو ټاکنه د قانون پر بنسټ ازموینه شوی شي نه د اعتبار پر بنسټ.

درجې څنګه کار کوي
یو تصدیق شوی یا نه شوی نښان نشي کولی یو رویداد چې درې منابع یې شاهدی کړی له هغه رویداد جلا کړی چې یو چینل یې یادونه کړی۔ هر ورودی یو درجه لري، او درجه د حوالې برخه ده۔
یوازې هغه ننوتنې په دې سایټ کې ښکاري چې یوه څیړونکي بیاکتلې او منلې وي. پورتنۍ کچې دا بیانوي چې موږ هغه څه چې یې لرو څنګه درجه بندي کوو، نه دا چې څومره یې عام دي.
یو درجه بدل کیدی شي. که چیرې نور سرچینې راشي، یوه ننوشتہ پورته کیږي؛ که چیرې سرچینې د بیا بندی کولو پر مهال وهوسي، دا کناره ته ایستل کیږي او ساتل کیږي، نو استثنا د تصدیق وړ پاتې کیږي. کله چې تم حوالہ درج کول کيږي، خپل بیرته اخیستنې نېټه حوالہ درج کړئ۔
د ثبوت معیار او د ما شمیرل
AHRC د UN د بشر حقوقو حقیقت موندنې معیار کاروي: یوه ورکړنه تصدیق شوې نښانول کیږي کله چې معقول دلایل موجود وي چې پر دې باور کړای شي چې واقعه داسې رامنځته شوې لکه څنګه چې بیان شوې ده — یو معقول او عام فهم لرونکی شخص د راټولو شوې معلوماتو پر بنسټ په این باور باوري و — دا یو توثیق معیار دی، د جنایي ثبوت سطحې څخه په قصد سره پایین، او هر ورکړنه خپل درجه ښکاره نگاه دارد تر څو لوستونکو کولای شي وګورי چې دې پیسې پس ته کومه سرچینه ده.
اکثر ورودونه د یوې منتشرې سرچينې څخه پيل کيږي. د يوې سرچينې ورودی کېدای شي د "د نظر لاندې" لیبل سره نښان شوي وي او تر هغه وخته پورې "د نظر لاندې" پاتې کيږي چې يو مرور کونکی دا تصديق یا تائيد کړي؛ د ورته راپور سنديکیشن شوې نسخې د خودمختار تصديق په توګه شمارل نه کيږي.
شمیرل محافظ کار دی. ارقام لږترلږ دي — "لږترلږ" — هیڅکله اندازې نه دي؛ موږ تجزیه نه کوو. هفتوږی یا میاشتنی ارقام هغه ورودیونه شمیري چې د دوی واقعې تاریخ د دې کیلنډري دریځ په دننه وي (شامل)، د بیان شوي ترلاسه کولو د تاریخ څخه محاسبه شوي؛ ځکه چې بیاکتنه دوامداره ده، یوه ارقام د خپریدو وروسته بدل کیدی شي، او کله چې داسې وي نو بدلون د تصحیح شوي لاگ کې مني.
