Multiple Kabul drivers report that Taliban members systematically extort money from them by seizing car keys and documents under the pretext of stopping in unauthorized locations, returning them only upon payment. Drivers also describe arbitrary taxes, paint-uniformity fees, and daily/monthly cash collections, while the absence of designated passenger stops — deliberately maintained, drivers allege — is used as an ongoing pretext for extortion.
