Taliban forces arrested four civilian men (Muslim, Shir Shah, Abdul Kabbar and Sayed Rahman) on 23 October 2026 in the Abdullah Khil Valley, Dara district, Panjshir. Local sources say the men have no links to armed groups. They are held at a Taliban special brigade facility in Dashtak. No reason for the arrests has been given.

Residents report women are increasingly afraid to leave their homes due to harassment and intimidation. Former detainees describe prolonged detention, psychological abuse, isolation from family, and denial of legal representation. Separately, female doctors in Panjshir were reportedly ordered to wear a burqa or be barred from work. The detentions are part of a broader enforcement campaign; at least 30 women were detained in Herat in June 2026 over similar dress-code allegations.
