Incident 18 September 2021 Balkh province AHRC-2021-0918-BAL-01

Summary

On the five-year anniversary of the Taliban's exclusion of girls from secondary education (September 18, 2021), Amu TV documents the personal toll on Shabnam, a young woman in Balkh province. Shut out of school in seventh grade, she describes cascading harm: psychological breakdown, forced engagement/marriage against her will, and a suicide attempt. A second victim, Sumayya, reports similar depression and despair. UNICEF estimates 2.6+ million Afghan girls have been denied secondary education since 2021; the Taliban have imposed no timetable for their return. The UN Special Rapporteur called the exclusion "possibly a crime against humanity."

We record how precisely an event can be placed, because "somewhere in the province" and "this street" are different claims.

Placed to province only. No source names a district, so the entry is recorded at the coarsest honest level rather than implying a precision we do not have.

Each code names the treaty provision the conduct engages, so the assignment can be checked rather than trusted.
