In Herat, eight women were arrested in the Jebrael township and along the 64-Meter Road, held overnight, and released only after guarantees and payment of money. A Taliban Ministry for Virtue spokesperson stated that failing to observe hijab is a "serious crime." Women in both cities reported that fear of arrest has made daily life increasingly difficult. International officials at the 81st UN General Assembly described the situation as "gender apartheid."
