Incident 2026-07-01 Herat province AHRC-2026-0701-HER-01

Summary

Taliban morality police detained a man's daughter and several other women while they were shopping in Herat's Jebrail area, despite the daughter reportedly complying with dress code requirements. Taliban initially denied holding the women, then demanded 30,000 afghanis (~$450) and two guarantors for release. After negotiations, the amount was reduced to 20,000 afghanis. Women whose families could not pay were kept in detention for several days. Detainees reported being subjected to intimidation. Activists separately allege serious abuses — including psychological torture, forced confessions, and rape — against women held in Taliban custody in Herat. The Taliban spokesperson denied the allegations.
