Incident 1 September 2026 Kabul province AHRC-2026-0901-KAB-02

Summary

Taliban Education Ministry officials and intelligence agency personnel visited six named schools in Kabul and ordered administrators to stop registering girls above sixth grade, halting a UNICEF-backed enrolment program for girls in grades 10–12. The program had already begun, equipment and materials had been distributed, and girls had collected documents and attempted to register before being turned away. One school official confirmed the process was "completely canceled" due to internal Taliban disagreements. This is the latest enforcement of the Taliban's ban on girls' secondary education, in place since September 2021.

Placed to province only. No source names a district, so the entry is recorded at the coarsest honest level rather than implying a precision we do not have.

Each code names the treaty provision the conduct engages, so the assignment can be checked rather than trusted.
